BACKGROUND:
[IMPORTANT NOTE: The majority of his background is the same as it was from the television show. The only real changes are the fact that Virgil is a natural mutant and not created from the "big bang" gas. As a note, this is Virgil as he is later in the "series". So the darker costume, and less 'OMG MY EYES' clothing and more awesome ness XD. Also, this makes room for Gear, should we get one in the future.]
Virgil Hawkins had a normal and happy childhood up until the point when he was eleven and his mom was killed in crossfire during a gang riot in Dakota, Illinois (sometimes considered part of Chicago). Virgil had a hard time coping with it but ever since then has had an extreme dislike for gangs and violence.
It wasn't until he was fifteen and in high school that things really changed for him. Virgil got caught up in a fight between two gangs, thanks to a certain bully of his, and was called out to the docks to 'solve' his problem. The fight got out of hand and Virgil's powers manifested just as the cops showed up to break up the fight. His powers caused a huge flash that blinded a majority of the gang members and Virgil fled from the scene, not really realizing what had happened.
Although, the next morning when he woke up with everything from his bed spread to his loose change clinging to him, he realized something was definitely not right. Instead of going to his Pops or sister though, he went to his best friend, Richie, to figure it out. Eventually they realized that Virgil had developed mutant abilities.
Virgil wasn't the only one around developing powers and abilities however. It turned out Chicago and its surrounding areas were becoming a hot spot for mutant activity. Virgil's main problem was with a gang calling themselves the 'Bang Babies.' These mutants were out and proud about their powers, often terrorizing the public or just causing problems in general.
Taking on the alias of Static, Virgil took up the job of cleaning up the mess the Bang Babies caused. Occasionally he would get help from his friend, Richie, who was the only other person that knew that Virgil was Static. Virgil was glad that he had one accepting friend, but always struggled with the desire to tell his Pops and sister.
Around the time Xavier started advertising that the school for mutants would be opening its doors, Virgil decided it was time. He told his father about what was happening to him and how his powers had manifested a year ago (by this point). While his Pops was more or less accepting in the long run, the fact remained that he worried for his son. Dakota had developed a strong fear against the majority of mutants, good or bad, and wanted them out of their town. Seeing the problems that could complicated Virgil's life, he suggested that Virgil attend Xavier's school.
Virgil was reluctant at first, not wanting to leave his best friend, family, and home behind. However, after an incident where he accidentally harmed Richie with his powers, he decided it was for the best.
PERSONALITY:
Virgil is a fun loving kid with a sarcasm that is all his own. He likes to joke around and goof off as much as possible. He doesn't like seeing people being bullied and certainly dislikes it when the person being bullied can't fight back. He sometimes gets a little arrogant with his abilities, not to mention cocky, but that could probably be said for many teenage boys his age.
Virgil can take things a little personally sometimes and in cases like that can not only hold a grudge but also find it hard to forgive. Grudges aside, if you don't mess with Virgil's family or friend's he's usually alright. While he can jump to conclusions at times and be a bit thick headed he is goodhearted and tries not to judge others too quickly.
He is also, surprisingly, very intelligent, he was even accepted into a gifted school at one point where he made his own programs and worked with computers a lot. Virgil also has an extensive knowledge of comic books thanks to his other hobby of reading them.
APPEARANCE:
A young man on the short side for his age but it is obvious that he is due for a few more growth spurts anytime now. Virgil has very dark brown skin and dark eyes. His hair is also black and is made up into dreads that are short and stick up around his head. He normally wears your typical street clothes: baggy blue jeans, a long sleeve orange shirt, and tennis shoes.
POWERS:
Virgil has electromagnetic abilities. This manifests in a number of ways but his main uses for it seem to be in shooting electricity from his fingers, using his "static cling" and magnetism to move objects, flying on his disc (or a trash can lid), manipulate technology and signals such as radio waves, and withstand powerful shocks of electricity. He has shown himself to be resourceful with these abilities and is constantly finding new uses for them.
Sometimes Virgil's electrical abilities will run low on "juice" and when this happens, he has to tap into a nearby electrical source to build up power. It's also been shown that sunspots have an adverse effect on his powers causing them to flux from out of control to practically nonexistent. There is also this tiny problem with water that when he gets soaked he risks being shorted out but this only seems to happen if he gets hit with water while using his abilities.
Wiki's Explanation (just in case the above needs elaborating): Static's powers center around electromagnetism, making him part of the Earth's electromagnetic field as well as capable of generating and storing his own electromagnetic energy. He can choose to keep the electromagnetic energy that he currently holds in his body by controlling the current and voltage for whenever he wants to use it. Static's body can generate raw electromagnetic energy, which he can control at will for various purposes.

Virgil still wasn't sure what to make of it: a school for mutants, a place where he didn't have to worry about his powers. At the same time, he missed Richie and his other friends from high school. He knew his father wasn't going to tell them the details, but still.
He made his way down the hall with these thoughts in mind. His room was around here somewhere, but why was this place so big? Were there really going to be that many mutants coming here? It was hard for Virgil to believe. Still, it'd be nice to meet other mutants who weren't trying to beat him into a pulp. Maybe he'd even find other mutants who liked comic books and video games as much as he did.
Man was he going to miss Richie. As soon as he could, Virgil was going to have to start looking up addresses for local comic book stores.
Virgil stopped outside the room. "About time, how many rooms does this place HAVE anyway," Virgil muttered, setting his stuff down so that he could open the door. "Lucy, I'm home," he called out to the room as he opened it, figuring his roommate was already there.
